How this range was worked out

149.9 cm → 1.4986 m · 18.5 × 1.50² = 41.5 kg · 22.9 × 1.50² = 51.4 kg

No adjustment is applied for sex, because BMI has no sex term. A man and a woman of 4'11" get the same range from this method.
